[Bigbox] Time Limit on Fast Scrolling to Prevent Multi Skipping

Fast Scrolling needs a limiter to prevent skipping over games unintentionally. What I'm asking is for you to code in that it doesn't start fast scrolling until after you have held up or down on the keyboard or controller for 3 seconds (2 seconds could probably work just as well but that needs to be tested to make sure). I've found myself trying to go over to the very next game and bigbox would skip right over it because fast scrolling happens instantly.
