I got the same error today. I'm running Win 10 x64 Home and LaunchBox v6.9 beta 8.

I'm not sure exactly when it happened. I had been marking some Gameboy Advance games as hidden and I stepped away for a few minutes. When I came back I saw that error message. I also noticed that a GBA game was running in Retroarch in the background. I must have accidentally launched the game when I was selecting GBA games to hide. Sorry I can't provide more details.
