Theme configuration file

It would be nice if themes could modify configuration data via a file (.inf, .cfg, or something else). For example, the Minimal HD theme has 5 image files with "directions" on settings to change (ex. Views, Images, Videos, etc.).

If I want to change to another theme, I need to revert/modify these 5 screens. It would be great if these configurations could be fed as part of the theme install, including the default one.
