Implement XPadder/JoyToKey type functionality

For emulators like AAE and Citra with no joystick support it would be nice to have the ability to map the joystick to keyboard in Launchbox so that it is cleaner integration. You already have the code in place so to implement a platform specific mapping should be fairly straight forward.
