Add live blur as a bezel to games

This is a feature in RetroX (Andoird front end) where it takes the blank space in a 4:3 ratio and adds a live blurred image of what you are playing. similiar to what youtube does when you watch a 4:3 movie on widescreen. You should be allowed to adjust the level of blur, brightness etc...
