Voice Recognition issue

Everytime I try to to change setting in voice recognition and click ok it will bring up the loading bar and load forever I did let it sit there for about 20 mins then exited it. Do you have any idea whats causing my problem I know it worked for me about 6 months ago.

Plus when I enable it then close launchbox then try to reopen launchbox it loads for about 2 to 3 mins but when i turn Voice Recognition back off it starts up in about 10 secs.
