Allow skipping duplicates for ROMs (like MAME but for everything else)

I don't know if this happens to anyone else, but it is pretty annoying to import a full set and have thousands of duplicates in their library. I hope that feature can be implemented to eradicate duplicate listings in the library.

This already exists for MAME, but it makes sense for other types of ROMs as well. Good add. :)
