Unable to install program with latest .NET software

i am trying to install version 8.1 on a windows 10 pc.

first, it asks to install an OLDER version of the .NET software: http://prntscr.com/im3olq

the bug is shown during installation, as shown here: http://prntscr.com/im3p6r

if you can fix this, please do it!
