i cant play snes or sega

i cant play snes or sega.. in my pc windows 10 it say the cde execution cannot proceed d3dx9_42,dll was not found reinstalling the program may fix this problem????

This is a missing Direct X library and not a Launchbox issue, you need to install the proper Direct X required for the emulator you are using.
