Launchbox.Next does not display plugins in Tools menu

Plugins that implement ISystemMenuItemPlugin do not show up in the Tools menu when using Launchbox.Next. They show up correctly with the legacy Launchbox application. The game context menu plugin interface IGameMenuItemPlugin works correctly on both versions of the application.
