cannot add arcade games to favorites

on 8.6 official. when i add arcade games to a favorites playlist, the games add in launchbox and i can see them in the playlist. however, when i close and reopen launchbox, the games are gone. the favorites xml doesnt even show the games that i have favorited. console games stay in the favs but are not listed in the favs xml file. i have added games from arcade and console and watched the modified time on the xml file and it is not updating after adding games or closing. i have attached the list of games that should be in the favs and the xml for the playlist.
