scanning for added roms after consolidating restores dupes

After running consolidate a number of times on one of my platforms (it takes multiple runs to merge all dupes), I tried scanning for added roms for the platform. It ended up re-adding a bunch of the dupes which had been consolidated.

It seems reasonable that I may want to add new roms after consolidating and not have to re-consolidate all over again. IMO consolidate should be a global option that is applied at all times by default and respect region priorities.
