I think that these are not the same tickets.

There's my screenshot with custom value "Theme". All values are listed randomly not ASC. Value are easier to find if it is sorted ascending.

Yea, that is strange. Potentially an over sight? I asked for some clarification because both tickets were made by an Anonymous user, and the other one was left empty without a description. Thank you for clarifying.
