[Windows] Add ability to create shortcuts for desktop or Start menu

Rationale: This would make it very convenient to launch favourite games. Creating the shortcut files manually is a pain for users because it involves copying and pasting a bunch of paths and parameters and finding, converting and saving artwork in specific sizes and formats, which could easily be automated using LaunchBox.

  1. Select one or more games, right click and choose “Create shortcut(s)”
  2. Select either Desktop or Start menu
  3. LaunchBox creates shortcut files to launch the games. These could either be direct shortcuts (invoking the associated emulator directly) or indirect (launching the game via LaunchBox to enable LaunchBox’s in-game features). In addition to creating the .lnk shortcut files, LaunchBox would also write .ico files (for desktop shortcuts) or VisualElementsManifest.xml files and PNG images (for Start menu shortcuts, allowing larger icons to appear when pinned in the Start menu).
