Compressed rom extraction improvements

As someone who uses a NAS to store their rooms, launchbox should have a smarter/better compressed rom capabilities.

when a rom gets extracted to the temp folder, we should get the option to not have it deleted right away. This way , when you want to play the same game again tomorrow Launchbox can open it right away instead of extracting again.

there was a plug-in that used to do this but is no longer supported
