Graphical Issues since updating to 11.4

I am having issues since updating to 11.4 as are other users. I have posted about this in the forums but got no help. In launchbox buttons are vanishing as im going over them making editing impossible and in big box as you cna see from the image in the options the text gest messed up when scrolling so I cannot get to most the settings easily. If I keep moving up and down it corrects itself but some things like choosing to customise a theme never does so i can't see what the changes are. 1 user in the forums has said he has on an external drive and moving it over to another computer fixed it so we believe something is conflicting. I have the latest dot net core and dot net framework installed. Cannot figure out whats causing it and this was not an issue prior to 11.4 and 11.5 beta doesnt fix it.
