Incorrect region artwork on import

When importing a multi-region game, there are times when the artwork for the wrong region is downloaded, despite not having that region selected in the region priority.

For example importing the file Bare Knuckle II - Shitou e no Requiem ~ Streets of Rage II (Japan, Europe).zip will download the artwork for the Japanese version of the game, despite the region priority being set to only Europe.

Reproducible in LaunchBox 11.10. Steps to reproduce:

1. Set LaunchBox’s region priority to include only Europe
2. Import a file named “Bare Knuckle II - Shitou e no Requiem ~ Streets of Rage II (Japan, Europe).zip” as a ROM / Sega Genesis title.
3. Check the Box - Front artwork and nothing else (Remove rough match duplicates has no effect)
4. Allow the import to complete
5. The game will have the Japanese artwork and title (see #6025 re: the incorrect title)

This only seems to be an issue on import - if the metadata and media is manually updated after import, the correct region artwork is downloaded.
