Command line parameter support for additional ROM app entries

Main Game entries using an emulator can have custom command line parameter overwrites. This is currently not possible with additional apps using an emulator as the command line parameter input field gets deactivated for some reason.

Seconded. Additional apps that use RetroArch as the emulator really would benefit from this, instead of the clunky solution of creating additional RetroArch instances with name variations to achieve the same result.
