MAME full set importer broken

when attempting to setup MAME, this error appears

This tends to happen when using really old versions of MAME. For MAME fullset importer to work you need to be running MAME 0.162 or newer.

Well that’s strange, I’m using MAME 0.246

This is actually a setup I have working on another machine (laptop) just fine. The machine I’m trying to update to 0.246 is in our game room (arcade pedestal). I removed the previous version (0.245) and am replacing with this 0.246 version, and that’s when I’m running into this strange error
