Ability to add custom menu items on pause screen

Add the ability for users to add custom menu items on the pause screen vs the stock (exit, load, save, reset, etc) items to allow for a more full featured pause menu. One example would be the ability to add a “flip screens” item for Citra/3DS. Any function that has a hotkey available in an emu could then be available on the pause screen.
