Add Trackball Wheel Navigation with Sensitivity Settings

Please add trackball wheel navigation with a sensitivity setting dial. It needs to have proper analog functionality to allow for proper movement from game to game and fast movement down the wheel with faster trackball spins. For trackball-centric cabinets this is needed. This is the one feature I miss from Hyperspin. Recently changes in the emulation space (think Golden Tee) have made this more of a necessity.
