I believe the Form Update API is for uploading forms to the server, and defining the ways the updates are done.

Or is this defining the Form Download API -- the data as sent down by the server when a <download-url/>>> is accessed from a device.

No idea what the Form Profiling API is supposed to be.

I think only the download api is something we need to defined in the core standards.
