Changing the order of parameters in NewMatrix

This issue refers to GAP issue #4549 at https://github.com/gap-system/gap/issues/4549 where the inconsistent ordering of parameters in Matrix and NewMatrix are compared. I am about to issue a PR in GAPdev to change the order in NewMatrix, since this seems to be the easier option - see Max's comments. As Max has noted, the only packages which currently use NewMatrix are cvec and fining. I would be happy to provide a PR for fining as well, but I am a GitHub user, and unfamiliar with BitBucket. Your comments about this would be most useful.

I now realise that new versions of cvec and fining need to be released before GAP PR #4584 can be released, so I shall do some more work on this next week.

I have now edited version of 9 files in /lib and 3 files in examples/include/. The files in /tst do n to appear to be affected. In the manual some of the examples in Ch.13 are affected, but I have been unable to find where these occur in the files.
