HTTP Code Forbidden and Unauthorized

Acording to e.g. http://www.w3.org/Protocols/rfc2616/rfc2616-sec10.html the Response Codes 401 is Unauthorized and 403 is Forbidden. Currently 401 is Forbidden.

A patch for the utils.py is attached.
