Ability to change length of "tail" playback

Currently there's an option to play the last 3 seconds of the song (the "tail"). It would be nice to be able to alter this to a user-defined value.

Lazy option is to add it to drotrim.ini, but since each song might want a different tail length, it would be better to have something in the GUI as well.

Partially implemented by specifying the length in the configuration file. This change will be in v3 r7.
