Feature Idea: XOP Controls under ChanServ

I personally do not have this problem, but while thinking in terms of a "newbie" or less experienced user - they might be overwhelmed by flags.

I propose adding an XOP control tabb to the ChanServ menu allowing users to ADD/DELETE VOP/HOP/AOP/SOP (since those are the typical packaged xop levels, if xop is enabled) for users less familiar with flags and too overwhelmed to learn them. :)

In theory, this would be able to be turned off in the egs config such as soper, if the module is not enabled.

Support for XOP has been added to EGs, user must set $config['atheme_xop'] = TRUE in order to use the XOP system, otherwise the FLAGS system is in place.
