config file not found when passed in after the test

I have a settings.ini file in the current directory. I run nose test and pass in --tc-file=settings.ini but the config file doesn't load.

It turns out that the config file will only get loaded if the --tc-file argument is passed in before the test.

Does not find settings.ini .. nosetests ./test/test_feature1.py --tc-file=settings.ini

Will find settings.ini it in the current directory.. nosetests --tc-file=settings.ini ./test/test_feature1.py

I found this issue because I use eclipse for python development and eclipse always passes nosetest arguments after tests.
