This issue has to do with how you have your EMAIL handler set-up with local host. This DOES NOT HAPPEN on a LIVE Server. This IS NOT A BUG with Job Manager

Please provide more information on how you arrived at this....? Can you duplicate the error and how is your email configured for Local Host with XAMPP ?

Waiting on supporting information. This is not a BUG that we can ascertain at this time and it only affects installation on a local install .....Email may not be configured properly. This has NO Effect on LIVE installs.
