2. Since Lightning Bolt is still on the stack, Player 2 is given chance to "respond" to the spell. Player 2 responds to this threat by activating Ember Hauler's ability (since it's going to die, anyway).
3. Player 1 has no mana left, so allows the Ember Hauler's ability to resolve. Once there are no more responses, the stack can begin to resolve.
But what if Player 1 had extra red mana open and another Lightning Bolt? Can he respond to Ember Hauler's ability by targetting it again? The answer to that is "no". Since the cost of Ember Hauler's ability is "`1`, Sacrifice Ember Hauler:", and costs need to be paid before the effects can go on the stack, Ember Hauler is already dead by the time Player 1 can respond. Costs cannot be responded to and do not go on the stack.
