cluster enable uru for simple multi-platform config mgmt

serf looks like a nice lightweight toolkit to enable a cluster of uru nodes on multiple, potentially heterogeneous platforms, to work together to provide very basic configuration mgmt capabilities for multiple ruby installations.

Remote switching of ruby runtimes doesn't appear to be that interesting, but using uru's uru gem and uru ruby capabilities in a clustered way could be valuable.

Need to get working on the plugin system in #8 as this would be a great plugin.

Start adding potential use cases and issues as comments below.
