Redundant CSS generated by builder - 2 MB CSS files!

Bug description: Huge CSS files get generated with unused rules

Cause (edited): Seems like the builder is adding rules for every single color, custom color and element you have, which turns out huge.

After analyzing my page with a tool called Css Coverage (https://addons.mozilla.org/en-US/firefox/addon/css-coverage/) these are the stats I got for the css file: fdf5a05086563.css Used in 1 locations, 161 seen, 15689 unseen

That is 161/ 15.689 rules USED, the builder has generated 16K CSS rules...

This is a major bug which needs to be addressed ASAP. My CSS files are ATM 2mb in total (1mb+1mb). I tried deleting them but the builder generated them again at the same file size with the same issue.
