Warn user about inappropriate tool width

Juan Pablo Caram repo owner created an issue

For example if the user tries to create "Mill holes" geometry with a tool larger than the hole, the program fails without warning. This applies to other cases as well.

    This has been resolved for a long time, even before this was reported. I cannot find similar cases at this time.
