The latest version of the program can not open the file.

@ziblog please specify exactly what version you are referring to and which CAD program you used to generate the Gerber.

Never provided the version of FlatCAM being used.

FlatCAM 8.3 opened this file without problems. FlatCAM 8.4 failed to open the file, BUT .... the development version of FlatCAM 8.4.1 also opened the file without a problem.
Which means that the problem is known and already solved but your choice is either to wait until next release or use the development version or revert to version 8.3
