Can not edit geometries at the board perimeter

I am trying to select isolation routing geometries generated around the outside of the board.. I select the isolation routing to edit. I click on the edit geometry. I select cut path and click on the geometry to separate it. I think try to select this isolation routing at the boundary but I select other isolation routing on the interior of the board. I can not select anything at the perimeter.
