Creating PTH holes

Maybe a super minor bug v8.991. But it can affect something in the future.
Looking the hole count, the number of holes is 17 = 7 + 6 + 4
Counting them on the board, the same.
However, they are being numbered until 18 starting from 2. Any special reason to be like this?

The reported issue is just a misunderstanding.

The annotations will annotate positions of the drill bit, the origin counting as the first point/location. After all you have to start moving from somewhere and a yellow Travel line will always have 2 points (start and stop).
