Better handling of non-supported files during submission

The submission pipeline should recognise (main) files which are not supported (whether they are completely new formats or just new versions of supported formats) and provide a warning to the user after their upload, allowing them to either continue (and the model format will be stored with the "unknown" default format) or upload a different file.
