Direct access to model specific elements

We got several feedbacks related to the lack of resolution of URIs of the form http://identifiers.org/biomodels.db/BIOMD0000000001#_000003 (where '_000003' is the metaid of a given model element). Jummp needs to be able to centre the viewport on a given element, based on the URL's fragment identifier. We might need to review how tabs are loaded, as we could see clashes between the tab's identifier and the metaid provided (which are relatively free in SBML). Additionally, the system should be flexible enough, that in the future, content negotiation could handle those URLs and provide the answer in the requested format.
