Orcid resolution issues

Publication authors and repository users are backed by the person class, which contains an ORCID id that is used to resolve authors who are also repository users and vice versa.

Currently the rule is that both the name and the orcid of a new user/author should match with an existing one, in order to be resolved as the same person. This raises some issues, as it may be too restrictive (the name can be formatted in different ways). This might annoy users trying to get their user accounts have their publications.
