Enhance tests for controller actions

Currently our tests cover significant parts of the services, however most if not all of the controller actions are untested. This leads to issues in the users being able to tinker about with parameters to generate exceptions. It can also lead to errors slipping by. The browse and search pages in particular are problematic, as they are tied to HSQL queries and rely heavily on parameters.
