Error in logs of applying layout with respect to notification.css

Notification.css was added to support the notification mechanism. While the mechanism appears to work, there are occasional error messages of applying layout in certain pages (notably, file upload page in the submission flow, although others cant be rule out). However, the css file's inclusion seems to be independent of the error i.e. the notification is still shown as it should be even if the exception is thrown. There doesnt appear to be any impact other than an exception in the log. Exception is attached.
