First run (without config file) redirect mechanism doesnt work

Jummp used to redirect users to /setup/firstRun when first run without an existing config file, allowing users to go through the setup wizard. The redirect mechanism is currently causing a bug, which means that the setup wizard is reset after three state transitions. As a temporary workaround, this has been disabled, and the user is expected to click 'Setup Jummp' after starting Jummp.
