Admin account creation mechanism

Jummp was written to have the ability to create admin accounts after the system is first run (and configured). This ability is currently non-functioning, and in its place we have the simpler mechanism of creating an admin account when the application is first run, with default credentials. This should be resolved, and one of the two mechanisms should be removed.
