Model browse issue with models with public previous revisions

Models that have a public revision that is not the latest are not showing up in the browse models page for a non-admin user, even though the model is accessible. This is because the join is with the latest revision for the default sorting. A different result is generated if the models are sorted, for example, by name, than the modified column.
