Client console commands (clc_stringcmd) are ignored for several seconds after connect

Console commands sent by clients (team, spec, say, etc.) are ignored by the server for the first few seconds after connecting. In particular, this causes chat messages (that were perhaps being composed during a map change) to be silently dropped.

This is a "feature" of the way TMG implements the MOTD interval in its HUD. This is a valid issue. It also creates issues with spectator mode when clients first connect.
