Recent refactoring of the CryptedFileKeyring means that keyring file creation (and this directory creation) now depends on the same file creation as found in BasicFileKeyring (as all operations now defer to set_password rather than creating files directly). Therefore, this issue should be resolved in 0.9.2. Please see #59 for a pre-release sdist (and notes of caution) you may test against.
