regression: dnsmasq changed to build with NO_AUTH

No change is planned in the compilation method of dnsmasq.

Noticed this because I was hoping to pick up the fixes for the current no-more-than-10-clients-on-wifi breakage, so I built for my R8000 to pick up those changes, and ended up in a dnsmasq reboot look with the existing config since I use the dnsmasq auth feature.
