Add validation test for SEQUENCE_IMGT to MakeDb

We need some sort of verification that the SEQUENCE_IMGT is correct. Some rare V alignments don't place the conserved codon at 310-312, because they have extra codons like 9 and 9A than mess it up.

Easiest test is probably to make sure the JUNCTION starts at 310 in SEQUENCE_IMGT.
