MakeDb dies if given directory

tarfile.istarfile() does not behave if passed a directory, so the check for imgt output files must be changed in extractIMGT().

You can probably just swap the order of the if statements to solve this.

Hey, that's true, it does die if I do that... but you're right it's easy to fix.
