binMutationsByRegion input can only be generated manually?

Not sure if this is correct, but it looks like you can only generate the input to binMutationsByRegion() manually, as calcObservedMutations() doesn't actually output the input for it. The man page for binMutationsByRegion() is incorrect then, but the easiest solution is probably to stop exporting it. Do we need to export it for some reason?
