this is a Python library for computing modified Mathieu functions
(Mathieu functions for complex parameter) in Python, using only numpy
and scipy libraries.

Mathieu functions are described in the Digital Library of Mathematical
Functions

I have a fortran implementation of this library in my
Laplace-Transform Analytic Element Method (LT-AEM) code, which is
hosted on Github.

library there as well.  This is likely much faster than the
python-only version here.
